What Is the WAIRE Program?

The Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program (also known as Rule 2305)  is a California Air Resources Board initiative aimed at reducing greenhouse gas emissions and other air pollutants linked to warehouse operations in the state. To comply with the program, warehouses must implement zero-emission technologies, optimize shipping and receiving operations, and improve energy efficiency. The South Coast AQMD has provided a fact sheet outlining the program’s overview.

How Does the WAIRE Program Work?

The WAIRE Program is a menu-based point system that promotes environmentally friendly warehouse operations in California. To comply with the program, warehouses must earn a certain number of points based on their total floor area or for investing in eligible emission reduction projects, such as the installation of electric vehicle charging stations or solar panels. Failure to earn the required number of points results in mitigation fees based on the number of deficient points.

Who Must Comply with the WAIRE Program?

Owners and operators of warehouses in the South Coast AQMD with 100,000 square feet or more of indoor floor space in a single building must comply with Rule 2305. This includes public and private warehouses, distribution centers, and fulfillment centers. Warehouse operators may be exempt from parts of the rule if they operate less than 50,000 square feet for warehousing activities or if the number of required points is less than 10. The South Coast AQMD has provided a WAIRE Implementation Guide to assist with compliance.
